- 1.) Is the federal government allocating sufficient resources to the
HIV/AIDS epidemic?

- 1a.) In what areas would you propose changes in spending and why
(Prevention / Medical Care / Supportive Services/Care / AIDS Drug Assistance
Program / Housing / Research / Other)?
- All. I would re-frame question 1 as: "Do the people in our area
keep enough of their income (after taxes) to allocate sufficient resources to
the HIV/AIDS epidemic?" I would answer that question "No!"
When government takes 48% of the national income--leaving most people with just
enough to get by--it prevents people from making their own choices and solving
their own problems and those of their communities. Would you spend your own
money to promote cigarette smoking in foreign countries? To arm foreign
dictators? That's what Congress and the President do with it. If people
controlled their own incomes, I am confident they would spend more on HIV/AIDS
than the government does.
- 2.) If federal Medicaid reform is enacted to include some form of block
grants and a change in the entitlement status of this program, would you support
maintaining the same level and types of services and access to people with
HIV/AIDS that currently exist under Medicaid?
- No.
- 2a.) What would you propose to expand or limit in terms of Medicaid access
and services? (Prescriptions / Doctor Visits / Hospital Visits / Outpatient
services / Other)
- All. I support maximum choice for the individual, including the option of
taking one's pro-rata share of spending in cash. (Note: I oppose block grants
in general. They violate the Constitution's separation of powers and remove
power a step further from the voters.)
- 3.) Do you believe that government should have a role in the provision of
housing for people with AIDS?
- No.

3a.) What would you propose to expand or limit in terms of government's role in
providing housing for people with AIDS?
- Government programs don't work (e.g. War on Poverty, War on Drugs) and they
impoverish citizens who might otherwise solve the same problems. In the case of
housing, government should permit people to build and live in co-housing, garage
apartments, granny units, manufactured housing, and even shacks. It's
scandalous that our poor can find themselves homeless because of government
housing standards and zoning strictures.
- 4.) Do you feel that mandatory (non-voluntary) testing of infants,
children and/or adults is effective in controlling the spread of HIV?
- No.
- 4a.) Under what conditions should mandatory HIV-testing be required
(Pre-Natal Care / At Birth (Child) / At Birth (Mother) / Hospital Admittance /
Day care registration / School registration (K and up) / Employment (food
service) / Employment (govt/civil svc) / Employment (all) / Employment (health
care) / Employment (police etc.) / Drug/sex crime conviction / Drug/alcohol

- I would approve government-mandated HIV-testing only in
prisons, and only for use within the prison system. If private parties (lovers,
insurers, whoever) wish to stipulate testing, I cede them that option. Where
required inappropriately, I support boycott and negotiation rather than
government intervention to achieve reform.
- 5.) Do you feel that reporting the names of people who test positive for
HIV to Public Health Authorities would be effective in controlling the spread of
HIV?

6.) Do you believe that needle exchange programs that allow the exchange of
used syringes for new sterile ones are effective in controlling the spread of
HIV?
- Yes.

6a.) Would you support legislation creating a needle exchange program?
- No. The federal government lacks constitutional authority to create such a
program, but I advocate local creation thereof.
